NINE MAIN ACHIEVEMENTS FROM ASEAN SUMMIT AND RELATED SUMMITS

ASEAN Summit and Related Summits has just ended. The President of the Republic of Indonesia as ASEAN Chairman 2011: Honorable Susilo Bambang Yudhoyono (SBY) addressed a press conference from 6 to 7pm at Nusa Dua 5 Room, BNDCC, Bali.
President SBY deliberated the nine main achievements came out from this prestigeous ASEAN, ASEAN+, ASEAN-East Asia and ASEAN United Nations Summits (ASEAN Summit and Related Summits), that have been discussed and decided by Leaders who represented the 18 countries of ASEAN, and ASEAN dialogue partners in Bali.
Those nine main achievements are the following:
  1. Concrete measures to strengthen the three pillars of ASEAN community;
  2. Strengthening the regional economic growth;
  3. To assume a pivotal role in building a more efficient and effective architecture for regional cooperation;
  4. To maintain south east asia regional stability and security;
  5. Strengthening the role of ASEAN globally;
  6. Joint efforts to strengthen the economy of East Asia (East region);
  7. Joint efforts to develop platform and real action to address food, water, and energy security as well as climate change;
  8. Joint efforts to address non-traditional security challenges: natural disasters, terrorism, transnational crimes;
  9. Joint efforts to maintain peace, security and stability and order of east asian region.

The President of Indonesia Chairs the East Asia Summit

Indonesian President Susilo Bambang Yudhoyono,accompanied by Foreign Minister Marty Natalegawa, chaired the 6th EastAsia Summit to discuss four major issue in Nusantara 1-2 of BaliInternational Convention Centre (BICC) in Nusa Dua, Bali, Saturday(19/11).

In his opening speech, the president said that one of the four majorissues was about a joint effort to strengtheni the East Asia regionaleconomy. The main issue has to do with efforts designed to build afoundation and real-action in improving the security of food, energy, andwater as well as climate change.
Besides, other issues of non-traditional threats are also discussed suchas natural disasters, terrorism, and transnational crime as well asmaintaining peace and stability in the region which will serve asprerequisites for the progress of the nations in the East Asian Region.

Potentials and opportunities of an open economy cooperation with countrieslike PRC, Japan, and India were also discussed. “It is expected themeeting will open an economy opportunity in East Asia which continues togrow just like that in Russia and New Zealand, so that it can be a part ofbetter global economic and non economic growth,” he stated.

Yudhoyono further stressed that ASEAN states were facing challenges as animpact of crisis in the Euro Zone allegedly perceived to have createddifficulties and uncertainties for the world economy. While the crisis isstill underway, other non-economy but actual issues concerning food,water and energy security, climate change, political and social impacts ofrevolution in the information technology also came up to surface.

“Geopolitical development relating to geo-economy often creates tension inmany regions of the world. At the same time, we also face domestic issuesin our own country,” he elaborated.
Therefore, the short-term and mid-term objectives of the East Asian Summitare to make a contribution to the world’s economic recovery as well as toencourage economic growth in the region.

According to him, mid-term and long-term of East Asia has the task toimprove global economy as a whole. The G-20 framework can be used as aplatform, so that there will be a cooperation framework in the future bytaking real steps to address various fundamental issues such as food andwater availability and energy security.

If cooperation is only based on the interest of each country, all thesefundamental issues cannot be addressed. It can even create tensions whichwill not be in favor of the world.
“Future cooperation has to be holistic, not partial, and sincere at theworld and regional levels and it has to cover cooperation in economy,politics, technology, security and humanitarian through real actions,” hefurther stated. (MC ASEAN/juliyah/dry)

ASEAN-UN Create Future of the People

The ASEAN and the United Nations have been committed to creating better future of the people in the world with a focus on women and children, UN Secretary General Ban Ki-moon said in a press conference at the Media Center of Bali Nusa Dua Convention Center here on Saturday.

"By working together, ASEAN and UN can build the future based on the way we want it to be. We can create a future that our people and the people in all over the world deserved to have,” he said.

He admitted that he always observed progress in Asia. Take for example Bangladesh, in which public health centers in villages had saved a lot of lives, and the rate of maternal mortality had decreased in addition toreducing the mortality of babies.

Then, he continued, he also had visited health centers in Central Kalimantan, Indonesia. It has the same condition like that in Thailand, inwhich Moon saw that there was the need for medical care for women and children. "And what impresses me is that how Thailand started a universal health care program. They started with it when the income of the country was much lower than it is today," he said.

Furthermore, Moon said that there are two lessons that can be learned here. Firstly is how to solve simple issues that can save the lives such as by providing trainings for midwife in villages, and clean water and vaccination, which were not too costly.

Secondly, a country does not have to wait until it really becomes a rich country in a bid to provide benefits for its people. “The world is a better place through a program like the ones in Bangladesh, Thailand and Indonesia,” he emphasized.

Moon also hoped that there were more donations triggered by other examples and UN could be a good partner for ASEAN in this case. Development had to be based on the current reality, the world had changed since Asia started to improve through its growing needs, but the deterioration of the environment had not taken place anymore. “We have to be strict and takefuture-oriented actions,” Moon said, (MC ASEAN/astra/dry)

Proyek Konektivitas Dibangun dari Davao hingga Bitung

Proyek konektivitas ASEAN yang menghubungkan jalur maritim di antara negara-negara anggota ASEAN akan dibangun dalam bentuk pelabuhan internasional ("hub") di Davao (Filipina) hingga Bitung (Sulawesi Utara, Indonesia).
"Kami telah melakukan kajian dalam membangun konektivitas ASEAN dari Davao ke Bitung," kata Direktur Jenderal Kerja Sama ASEAN Kementerian Luar Negeri Djauhari Oratmangun, setelah acara ASEAN Senior Official`s Preparatory Meeting dalam kerangka KTT ASEAN di Nusa Dua, Senin (14/11).
Djauhari memaparkan, kajian tersebut merupakan bentuk dari konektivitas jalur maritim yang akan memperkuat konektivitas ASEAN yang merupakan bagian dari upaya mewujudkan masyarakat ekonomi ASEAN tahun 2015.
Pelabuhan internasional di Davao dan Bitung tersebut akan menjadi penghubung bagi berbagai pelabuhan utama di 11 negara anggota ASEAN yang diperkirakan juga akan meningkatkan kerja sama dan pertumbuhan ASEAN.
Sedangkan sumber dana untuk membangun konektivitas ASEAN beserta beragam infrastruktur yang akan menghubungkan kawasan Asia Tenggara itu antara lain berasal dari lembaga pendanaan bersama atau ASEAN Infrastructure Fund (AIF).
Sebagaimana diberitakan, pembentukan AIF merupakan inisiatif kerja sama negara-negara ASEAN bersama Bank Pembangunan Asia (ADB) untuk mendirikan sebuah lembaga pendanaan bersama dalam rangka pembangunan infrastruktur di kawasan ASEAN.
AIF didirikan dengan modal awal sebesar 485,2 juta dolar AS, yang terdiri atas penyertaan modal dari negara anggota ASEAN sebesar 335,2 juta dolar AS dan penyertaan modal ADB sebesar 150 juta dolar AS.
Dari sisi negara anggota, Malaysia, sebagai Ketua Kelompok Kerja (High Level Task Force/HLTF) pendirian AIF, menanamkan modal sebesar 150 juta dolar AS, yang merupakan shareholder terbesar, diikuti Indonesia sebesar 120 juta dolar AS.
ASEAN sendiri diperkirakan membutuhkan dana hingga sekitar 60 miliar dolar AS per tahun untuk memenuhi kebutuhan infrastruktur.
Menurut rencana, AIF akan membantu pendanaan sekitar enam proyek infrastruktur setiap tahun, yang diseleksi berdasarkan rate of return yang kuat, baik secara ekonomi maupun keuangan, dan memiliki dampak potensial dalam mengurangi kemiskinan.
Pembentukan AIF ini merupakan wujud konkrit dari hasil kerjasama keuangan negara-negara ASEAN dan merupakan salah satu keberhasilan diplomasi keuangan Indonesia, karena AIF terbentuk dalam periode kepemimpinan Indonesia di ASEAN.
Sementara itu, Duta Besar RI untuk ASEAN Gede Ngurah Swajaya yang juga merupakan Perwakilan Tetap Indonesia untuk ASEAN menyebutkan bahwa terdapat 15 megaproyek dalam rangka konektivitas ASEAN dengan total nilai 60 miliar dolar AS.(MC ASEAN/dry)

ASEAN Sepakat Matangkan Rencana Visa Bersama

Negara-negara ASEAN sepakat untuk mematangkan rencana penerapan ASEAN Common Visa (Visa Bersama) yang diharapkan pada tahun 2012 memasuki tahap rekomendasi.
"Wacana Visa Bersama ASEAN menjadi salah satu pembahasan utama dalam ASEAN Senior Offial Preparatory Meeting (ASEAN SOM) untuk selanjutnya dibahas di tingkat menteri ASEAN," kata Dubes RI untuk ASEAN I Gede Ngurah Swajaya usai mengikuti ASEAN SOM dalam kerangka KTT ke-19 ASEAN di Bali Nusa Dua Convention Center, Senin (14/11).
Menurut Ngurah rekomendasi penerapan Visa Besama ASEAN dilakukan melalui kajian resmi secara mendalam mengenai berbagai hal seperti sistem on-line visa, koordinasi penerapan antar negara ASEAN, dan termasuk mengantisipasi kendala penerapannya, serta dampak negatif yang ditimbulkannya.
Ia menjelaskan sesungguhnya semua negara setuju bahwa penerapan Visa Bersama ini akan menguntungkan karena dapat meningkatkan jumlah pariwisata ke masing-masing negara ASEAN. "Visa Bersama mendorong tumbuhnya jumlah pelancong di kawasan ini, namun bagaimana meminimalisir dampak negatifnya... itu yang harus diselesaikan," ujarnya.
Wacana Visa Bersama ASEAN muncul sejak tahun 2009 pada pertemuan para Dirjen Imigrasi dan Konsuler se-Asia Tenggara, namun saat itu konsep tersebut belum dianggap mendesak karena masih banyak kendala menyangkut penerapan di masing-masing negara seperti keimigrasian, aspek keamanan, pengelolaan perbatasan, maupun aspek finansial.
Sesungguhnya diutarakan Ngurah, penerapan Visa Bersama sudah mendapat disepakati pada tingkat Senior Official Meeting (SOM) ASEAN tinggal menunggu hasil rekomendasi yang kemudian disampaikan ke tingkat pemimpin ASEAN untuk mendapat persetujuan. "Secara prinsip Visa Bersama sudah mendapat persetujuan namun diperlukan waktu untuk mengelaborasi lebih lanjut bagaimana agar dalam penerapannya jangan sampai melanggar ketentuan yang ada di masing-masing negara," ujarnya.
Meski demikian Ngurah belum bisa memastikan waktu tahun penerapan Visa Bersama, karena harus melalui berbagai tahapan pembahasan yang lebih lanjut.
Ia hanya menjelaskan bahwa Visa Bersama merupakan bagian "ASEAN Connectivity" yang dapat menginterkoneksi negara-negara ASEAN baik dari sisi infrastruktur dasar terkait perhubungan darat, laut dan udara sehingga mendorong interaksi antar penduduk, pariwisata, investasi dan pedagangan.
Terkait kemungkinan dampak negatif dari penerapan Visa Bersama tersebut berupa peningkatan kejahatan lintas negara (transnational crime), Ngurah mengatakan semua kebijakan memiliki efek. Namun bagaimana dampak negatif tersebut dampak diperkecil sehingga lebih menguntungkan semua pihak.(MC ASEAN/dry)

Pejabat Senior Sepakati Materi KTT Ke-19 ASEAN

 Substansi prioritas yang akan dibahas dalam rangkaian persidangan KTT Ke-19 ASEAN disepakati para pemimpin delegasi pertemuan pejabat senior. Hal ini memegang peran penting dalam langkah lanjut demi kesuksesan penyelenggaraan pertemuan puncak pemimpin negara-negara ASEAN itu.
"Pada prinsipnya sudah dihasilkan kesepakatan-kesepakatan bersama pada banyak isu yang terkait persiapan KTT," kata Direktur Jenderal Kerjasama ASEAN Kementerian Luar Negeri Djauhari Oratmangun, yang memimpin pertemuan pejabat senior pada seri pendahuluan persidangan menjelang KTT Ke-19 ASEAN, di Nusa Dua, Bali, Senin (14/11).
Oratmangun menjelaskan kesepakatan itu dicapai dalam pertemuan selama dua hari, sejak Minggu (13/11) dan untuk selanjutnya akan dibawa dalam persidangan para menteri luar negeri negara-negara anggota ASEAN, yang dimulai pada Selasa (15/11).
Hasil kesepakatan para pejabat senior negara ASEAN itu juga menjadi dasar Pertemuan Keenam Dewan Masyarakat Politik Keamanan ASEAN yang akan berlangsung pada 16 November 2011. Setelah kedua pertemuan di tingkat menteri itu dilaksanakan, maka tiba waktunya menggelar pertemuan puncak di tingkat kepala negara dan kepala pemerintahan pada 17-19 November 2011.
Ada beberapa capaian puncak yang diagendakan dalam KTT Ke-19 ASEAN kali ini, yang dokumennya disiapkan para pejabat senior itu. Selain untuk kepentingan internal ASEAN, dokumen-dokumen itu juga diperlukan untuk KTT Terkait, KTT ASEAN Plus (termasuk KTT ASEAN-China, KTT Ke-14 ASEAN-Jepang, KTT Ke-14 ASEAN-Korea Selatan, KTT Keempat ASEAN-PBB, KTT Kesembilan ASEAN-India, KTT Ketiga ASEAN-Amerika Serikat, KTT Keenam Asia Timur, KTT Mekong-Jepang dan KTT Ke-14 ASEAN Plus Tiga.
Keempat dokumen itu adalah adalah Deklarasi Bali mengenai Komunitas ASEAN dalam Komunitas Global Bangsa-Bangsa, Deklarasi KTT Asia Timur mengenai Prinsip-Prinsip Hubungan yang Saling Menguntungkan, Deklarasi KTT Asia Timur mengenai Konektivitas ASEAN, serta yang terakhir adalah Deklarasi Bersama mengenai Kemitraan Komprehensif antara ASEAN dan PBB.
Di luar dokumen deklarasi itu, juga dibahas pembentukan Institut Perdamaian dan Rekonsiliasi (ASEAN Institute for Peace and Reconciliation) dan implementasi Deklarasi Tata Perilaku Pihak-Pihak dalam Laut China Selatan (Declaration on the Conduct of Parties in the South China Sea), Visa Bersama ASEAN (ASEAN Common Visa), serta Target Tahunan Pengembangan Komunitas ASEAN. Media Center Ready to Operate

The media center for the 19th ASEAN Summit and Related Summits at the Bali Nusa Dua Convention Center, Nusa Dua, will fully operate as of Tuesday, November 15, 2011.
All the facilities in the media center are expected to make journalists easier to cover all the agendas of the summit till Saturday, November 19, 2011. Director General for Information and Public Communications of the Ministry of Communications and Information Freddy Tulung said the media center has actually been ready since Monday, November 14, 2011. “The media center is already prepared since November 14, 2011 when Vice President Boediono was scheduled to closely observe the readiness of the media center,” Freddy said.
Freddy confirmed that the media center has functioned well especially in the upcoming visit of President Susilo Bambang Yudhoyono on Wednesday, November 16, 2011. The media center is expected to run well till the end of the Summit on Saturday 19, 2011.  
The government has allocated Rp18 billion of fund for setting up the media center and all necessary facilities during the 19th ASEAN  Summit, the ASEAN Summit+3, and the 6th East Asia Summit in Nusa Dua, Bali. The
fund was allocated to provide facilities including computers,  internet network and press conference room. Part of the money was also allocated to rent the building for the media center in Bali Nusa Dua Convention Center (BNDCC) and a room from which participants and journalists to the summit can take ID cards at Melia Hotel.
The media center at the Singaraja Hall on the first floor of BNDCC is equipped with 300 computers linked to the internet network to make journalists easier cover the summit. Journalists who bring laptops are provided with special lines and wireless network. In addition, the media center also has 30 printers, photocopy machines and stationeries.
The media center also has a number of mini studios to disseminate photos, audio, and video products for about 1,500 journalists coming from 130 countries.
On the readiness of the media center for the 19th ASEAN Summit and the East Asia Summit at BNDCC, Bureau Chief of Japan’s news agency Kyodo in Jakarta Shin Fuchino expressed satisfaction. “The media center is adequate. The speed of the internet  is also good. Hopefully, this condition continues till the end of the Summit,” he said.
